Description

Prequalified experts to advise on strategic planning, design quality and innovation in the built environment.

Scope

The Government Architect’s Strategy and Design Prequalification enables NSW Government agencies and statutory corporations to procure expert advice on strategic planning, design quality and innovation in the built environment. The scheme lists experienced organisations and emerging businesses as prequalified providers. The scheme streamlines procurement processes for both suppliers and government and is structured to meet the NSW Treasury Gateway Review processes.

Professional services for strategic thinking and design are available through the scheme in the following capabilities:

Strategy

  • Project initiation: definition, justification and risk assessment
  • Project governance and management
  • Business case development
  • Financial and economic analysis
  • Stakeholder engagement and management
  • Strategic planning
  • Aboriginal cultural engagement and advice

Design

  • Architecture
  • Urban design
  • Landscape architecture
  • Emerging practices

Three project examples and references must be submitted for each capability applied for. Applications to ‘Architecture’ require three built projects. Applications to ‘Emerging Practices’ require at least one built project and may include up to two projects from a previous firm where the applicant can demonstrate that they had a leading role.

For Strategy applications include extracts from strategic documents such as tables of contents, key recommendations and strategic diagrams.

Instructions

Applications can be made at any time of year. It is recommended to lodge your application using an administrative email address (eg, info@company.com) to ensure continuity of access and communication.

Please complete all online questions and submit the application form as a PDF in landscape format with a maximum file size of 10MB. Ensure all images and drawings are legible (not pixelated or blurred).

You can nominate for multiple categories within your application if you can demonstrate stand-alone skills. For each capability selected, three projects and three referees must be submitted. You may use the same project for various capabilities if relevant to do so.

Applications are assessed quarterly. You may be contacted during pre-screening if there are any issues with your application. You will be notified when a determination is made.

Capabilities

1 - Strategy

1A Project initiation, definition, justification and risk assessment

Demonstrate specialised skill in all the strategic work related to starting up a new government project. This includes: defining project objectives, scope, purpose and deliverables; project vision and aspirations; project team establishment; risk analysis and risk management; public/private partnership strategy; client approval to proceed; and due diligence review and reporting.

1B Project governance and management

Demonstrate expertise in establishing a governance and management framework within which project decisions are made. These expertise will enable an organisation will have a structured approach to conducting business-as-usual activities and its business change, or project activities. Key skills include project assurance and leadership; coordinating governance and decision making processes; program and project management; procurement management including design competition management; cost and value management; negotiation, drafting and administration of contracts.

1C Business case development

Demonstrate specialist skill in developing a government 'business case' to advise executive decision-makers on complex projects and the related resource and financial investment. Key skills include business case writing, evaluation of needs and options; establishing vision and objectives; tabling compliance with all legislation; implementation planning; and assessing expected costs, risks and outcomes.

1D Financial and economic analysis

Demonstrate expertise in financial and economic analysis using market information. Skills include measuring internal and external impacts on viability and financial sustainability; financial resource modelling; investment strategy analysis; assessment of value including willingness to pay and cost benefit; benchmarking.

1E Stakeholder engagement and management

Demonstrate capability in stakeholder engagement strategies, methodology and management. Skills include stakeholder identification and analysis; stakeholder consultation activities such as workshops, surveys and interviews; reporting on stakeholder issues and opportunities; communication planning; technical writing to support stakeholder communication; corporate and strategic communication; management of issues and risks; media and public relations; event management. Experience with culturally and linguistically diverse communities, Aboriginal and Torres Strait Islander communities, and enabling engagement by those with disabilities must also be demonstrated.

1F Strategic planning

Demonstrate capability in the development of strategic planning frameworks and policy. Skills include applying research and analysis to understand project complexity and opportunities; facilitating a collaborative approach that drives future-focused solutions; fostering effective relationships and balance competing needs of diverse stakeholders, community and the team; incorporating innovative thinking into the project methodology and strategic outcome; proposing and testing strategic planning scenarios that recognise current conditions and anticipate long term environmental, social, cultural and economic risks; communicating integrated strategic planning vision across scales and to different audiences; ensuring the strategic vision can be actioned through strategic plans and government policy frameworks.

1G Aboriginal cultural engagement and advice

This category is for Aboriginal owned or led businesses. Demonstrate capability in Aboriginal cultural advice and spatial or design thinking. Skills include research to establish quality content (academic, experiential research or knowledge holder); identifying cultural risks and issues; identifying key stakeholders; collaborate effectively with diverse stakeholders and interagency teams; establishing innovative methodology to connect to and understand Country; contextualising projects within place/Country/broader systems or networks of place; synthesising content into recommendations and actions to inform project formation, outcomes and delivery; and communicating findings through written, graphic or other means.

2 - Design

2A Architecture

Demonstrated specialised skill, experience and design quality in undertaking two or more of the following activities: design of new buildings and structures; refurbishment and interior fitout of existing buildings; adaptive reuse of heritage buildings; site-based master planning and concept feasibility design; infrastructure associated building scale projects; architectural design policy, strategy and research.

At least one of your key personnel must be registered with the NSW Architects Registration Board and be the nominated architect for your firm. Please submit personnel name and registration number. By supplying these details, you are confirming that registration details are current.

2B Urban design

Demonstrated specialised skill, experience and design quality in undertaking two or more of the following activities: urban analysis; precinct-based master planning including strategic frameworks, spatial masterplans and implementation plans; development feasibility; urban design policy, strategy and research; infrastructure associated urban or precinct scale projects .

Demonstrated specialised skill, experience and design quality in undertaking two or more of the following activities: design of public and private open spaces; urban and public domain design; park design; environmental rehabilitation and restoration; open space policy, strategy and research; spatial masterplans and implementation plans.

2D Emerging practices
