Description
This Scheme for construction work between $1 million and $9 million.
Scope
This scheme covers contracted construction work between $1 million and $9 million (excluding GST).
Prequalification will be granted for various work categories, contract types, and Best Practice Accreditation depending on those nominated at the time of application. This Scheme includes the following work categories:
- Building Works
- Heritage Building
- Modular Building
- Civil Works
- Demolition Works
- Fitout and Refurbishment
- Wastewater Infrastructure
- Water Infrastructure
Contract Types / Delivery Models are:
- Construction (C)
- Design and Construct (D&C)
- Best Practice Accreditation (Applicants applying for Best Practice Accreditation must in the first instance obtain prequalification for work valued over $2.5 million with a benchmark score of 65% with NSW Agencies.)
When applying to this scheme applicant must select Contract Type 2A Construction.

2A Construction
The supplier may be responsible for completing the principal’s design and carrying out design documentation and design coordination to the extent specified and for construction using designs and documentation prepared by the principal. The Supplier’s design obligation may include preparation of fabrication drawings and may include completion of other design details. This includes the contract system often called design, development and construct.

4 - Best practice accreditation
4A Best practice accreditation
Best Practice Accreditation can only be applied for after an applicant has obtained a prequalification for work valued over $2.5 million on this scheme.
The Best Practice Accreditation under this scheme requires at least a 65% score based on the Performance Reports for all NSW Government contracts within the last three years.
The following four questions must be answered if you are applying for best practice accreditation capability.
Question 1:
Internal performance reviews. Where an applicant has been awarded work through the NSW Government procurement system for construction, the applicant is to formally track and review at the executive level, the applicant’s own performance based on contractor performance reports for all contracts procured in this manner within the last three (3) years. The Applicant is to ensure that it obtains and retains fully completed copies of CPRs from the project manager. Complete and upload the attached internal performance review template ensuring that you provide examples from different completed NSW government contracts.

Performance delivery. The Applicant is required to provide two (2) different referee reports for completed contracts delivered to NSW Government within the last three (3) years. Alternately, where there is insufficient work history with NSW government, the applicant is to be able to provide four (4) client referee reports (based on the provided template) or four (4) contractor performance reports (based on the performance reports of other NSW agency clients) for work fully completed within the last three (3) years.
