Buyer agencies may seek vendors with capabilities under the scheme using a range of market approaches (single invited, competitive tender, etc) depending on the nature and value of the work. In selecting providers, agencies may consider
1. the vendors capacity:
Lead Consultants may be required to coordinate larger work teams, contractors and sub-contractors/ subconsultants as part of an engagement
Contributing Consultants including smaller businesses or sole traders with lower capacity and turnover may be required to join teams working under a Lead Consultant, or may be selected to supply specialist capabilities or lead smaller projects requiring specific skillsets
2. locations or regions serviced
Applicants should nominate the geographical regions they are able to service

Applicants must submit evidence of capability at high level in one or more heritage work categories. Applicants may apply under as many categories as they choose. At least three projects should be cited to demonstrate a record of capability in any one category. Forms may be uploaded more than once for different categories. The submission must, however, demonstrate, to the satisfaction of the assement panel, a proven capability record in all the categories applied for. A simple list of projects is not sufficient: submissions must provide evidence of how a capability is met.

Assessment is based on quality and performance, and applicants must be endorsed by at least two referees.
Projects cited must have been completed within 5 years preceding the date of application.
Insurances are not required at time of application. Applicants need to provide proof of insurance at time of commissioning for work.
Applicants may submit evidence of a certified Quality Management System (QMS) if they have it. If not, they are required to provide a quality management statement outlining their quality process.
SMEs, regionally-based NSW consultants and applicants with rare or specialized capabilities for potential subconsultant work are encouraged to apply.
